Dr. Daniel Mooney
Colorado State University

Dr. Mooney is an Assistant Professor of Agricultural and Resource Economics. He holds research, teaching, and extension appointments with an emphasis in agricultural production systems and farm business management. His research and outreach interests include agricultural production management, water and soil resource sustainability, technology adoption and impact evaluation, and farm financial management. He teaches Agricultural and Resource Enterprise Analysis (AREC 305) for undergraduates and Agricultural Production and Cost Analysis (AREC 605) for graduates. Prior to joining CSU, Dr. Mooney earned graduate degrees from the University of Wisconsin (Ph.D.) and Michigan State University (M.S.), served as a U.S. Peace Corps Volunteer in Panama, and worked as a research associate in Tennessee.

Dr. Allan Andales
Colorado State University

Allan Andales is a Professor of Irrigation and Water Science in the Department of Soil and Crop Sciences at Colorado State University. He earned a B.S. Agricultural Engineering degree from University of the Philippines at Los Baños, and M.S. and Ph.D. degrees in Agricultural Engineering and Water Resources from Iowa State University. His research and teaching efforts are focused on conserving soil and water resources in agricultural systems. He teaches undergraduate classes in climate-smart irrigation principles and management; and engages the public in addressing agricultural water issues in Colorado. Graduate students and international scholars have been mentored in field hydrology and computer modeling of cropping systems for improving water use efficiency and quality.

Dr. Rebecca Hill
Colorado State University

Dr. Hill is a Research Scientist with a joint appointment in the Department of Agricultural and Resource Economics and the Office of Community and Economic Development. She teaches courses in Water Law, Agricultural Marketing, and Introductory Microeconomics. Her research has involved several water-related issues, including studies evaluating the economic contribution of irrigated agriculture to the state as well as the impacts of water transfers. Dr. Hill served for 8 years on the City of Fort Collins water board and is currently a co-director of the Colorado Hemp Advancement Management Plan.

Graduate Research Assistant
Mutahir Sultan
Colorado State University

Mutahir Sultan is a second-year PhD student and a Graduate Research Assistant at Colorado State University’s Department of Agriculture and Natural Resource Economics. She is actively involved in the Subsurface Irrigation Efficiency (SIEP) project, focusing on research related to deficit irrigation techniques for alfalfa production and water use efficiency.  Her research interests primarily revolve around climate change mitigation, sustainable water management, and Water-Energy-Food Nexus.

Marissa Spear is a research associate in Soil & Crop Science department focused on cropping system sustainability in Colorado. Her role at SIEP includes science outreach efforts and research planning. Her primary research interests include pulse crops and their relation to food security, water use, and soil health.

The Platte River Water Development Authority (PRWDA) is a governmental authority created in cooperation between the Sand Hill Metropolitan District and the United Water and Sanitation District for purposes of studying and implementing water resources and water efficiency solutions for the South Platte River system. It serves as the primary governmental authority for operations associated with SIEP.
